A functional community within a military unit faced challenges with managing shared equipment across various sub-units. The equipment was acquired from multiple supply chains and funding streams, each managed by different property book systems from various organizations within and outside the unit, spanning different command levels, service levels, and joint/defense level support organizations.

The sub-units pooled gear and assigned it to individuals as needed, as no single sub-unit had sufficient equipment to act independently. This led to frequent miscommunications and difficulties in keeping track of equipment.
